Praveen Khandelwal, who at present is holding the offi ce of National Secretary General of the Confederation of All India Traders (CAIT) , is oft en, described by the media as “a man of masses who is always alert in fi ghting the cause of unincorporated sector of India’. Th e agitation in Delhi against sealing and demolitions in past years brought role of Shri Praveen Khandelwal in lime light. His style of functioning created impact to the extent that he enjoyed reputation of a visionary leader gift ed with organizational capacity and oratory skills carrying conviction with masses.
A law graduate from University of Delhi and well versed in both English & Hindi languages, Praveen Khandelwal is a leader of the business community at national level. He has led many all India agitations with cooperation of his talented and dedicated colleagues on several important issues of traders including Retail FDI, VAT & Service Tax. Currently he is also strongly advocating the cause of trading community on FDI in Retail Trade, Goods & Service Tax (GST) and FDI in e commerce among other core issues.
Mr. Khandelwal, a torch bearer in its true sense, is a strong supporter of up-gradation and modernisation of existing format of retail trade. He is instrumental in launching various national campaigns with renowned Institutions including eBay for promotion of e-commerce and with MasterCard for incentivising usage of Debit-Credit Cards among trading community of India.He is termed as an expert on economic and policy issues. He has addressed large number of national & international Seminars & Conferences on several issues concerning domestic trade of India, taxation matters, economic policy issues etc.
Praveen Khandelwal is a tech savvy person who makes optimum use of modern technology and communication tools to remain in constant touch with people apart from maintaining direct personal contacts. He is managing business of Builder’s Hardware, Timber & Plywood, Interiors, Stainless Steel Fabrications and Web & Media Communication from his corporate office in Delhi.
His family being one of the oldest families of Delhi is well connected with several organizations of Delhi and the Country, engaged in philanthropic, educational and social and religious activities.

A post graduate in Botany, Mr Hem Pande joined the Indian Administrative Services (IAS) in 1982 and served during 2016-17 as Secretary to the Government of India in the Department of Consumer Affairs, responsible for internal trade including direct selling in India. Mr Pande also holds Master’s degree in Business Administration (MBA) from Swinburne University of Technology, Melbourne (Australia). He has 36 years of experience as a civil servant and three years of teaching in a University.
He has worked both in the Government of India and in the State Government of West Bengal. He has an outstanding leadership and project management capabilities with impeccable administrative and managerial skills. During his work with the Government on different assignments, and at different levels, he was interalia involved in planning, managing and monitoring of projects in areas of Food Security, Consumer Affairs, Ecology and Environment, Mines and Minerals, District administration and Darjeeling Gorkha Hill Council. He has strong presentation and communication skills with experience in workshop facilitation, conducting stakeholder consultations, delivering high-level conference presentation and leading preparation of reports and research papers.
His nurturing in IAS for 35 years from a small rural subdivision in West Bengal to the position of Secretary to the Government of India provided him opportunity in leading organisations/ institutions that need quick decision making with the help of multidisciplinary team of professionals.

Founder Signatory of the Consumer Coordination Council (CCC) and served as the Founder Governing Council Member and Former Chairman of Consumer Coordination Council (CCC). As the Chairman of CCC, initiated several innovative projects with support from Government of India; like the JAGO GRAHAK JAGO Multi-Media Campaign and the Consumer Online Resource and Empowerment Centre (core.nic.in). Member of the First Constituted Central Consumer Protection Council (CCPC) New Delhi in 1987 and similarly the First Bihar State Consumer Protection Council in the same year, as per the provisions of the Consumer Protection Act 1986. Since 1983 played an important role in Drafting the Consumer Protection Act 1986, Electricity Act 2003, Food Safety and Standards Act 2006 and the Real Estate (Regulation and Development) Act, 2016 including rules and regulations.
Published several research papers on consumer behavior, perspectives, complaint handling mechanisms, accessibility, affordability and quality of service related issues on Healthcare, Electricity, Water, Banking, Insurance, Telecom and similar for the World Bank, WHO and National Pharmaceutical Pricing Authority (NPPA) and Government of India. Recently authored and published several books like “Safety Issues Concerning Storage Water Purifiers”, “Direct Selling: Is It ethical?” and “Patient Safety and Access to Safe Internet Pharmacies”. Dr. Vijay Kumar Singh is Associate Professor & Head at the School of Corporate Law, Indian Institute of Corporate Affairs (IICA). Prior to joining IICA, Dr. Singh was working as Deputy Director (Law) at Competition Commission of India. During his stint for about five years with the Regulator, Dr. Singh has worked in the Legal Division and has been actively involved with the capacity building and advocacy activities of the Commission. He is a doctorate in law with basic degree in science followed by degrees in law with Gold Medals. Dr. Singh has authored a book titled “Corporate Power to Corporate Crimes: Understanding Corporate Criminal Liability in India”. Dr. Singh has actively worked in the area of research, training and capacity building of law enforcement officials including being a key faculty in the pan-India training for law enforcement officials on “Practical Issues in Investigation of Economic Offences and Prosecution against Fraudulent Schemes”. He was the principal investigator for the research on “Regulating Direct Selling Industry in India”. Dr. Singh has written a number of articles on different topics like sports law, money laundering, corporate governance, environmental law, CSR, competition, business and human rights, and international trade/economic law. He has participated and presented papers in a number of national and international seminars/conferences/workshops. He is an invited resource person for courses on completion law and policy and international trade laws. He was practised before High Court of Karnataka till 1999. He has 18 years of teaching experience. He worked as a Lecturer at KLE Law College, Belgaum, from 1999 to 2007 and as a Principal of the same college from 2007 to 2008. He joined NLSIU in August 2008 as an Associate Professor then promoted as a Professor in 2011. He has published more than twenty-five research papers and five books. His has published two books namely “Misleading Advertisements & Unfair Trade Practice in India: A Critical Case Analysis” and “25 Years of Consumer Protection Act: Challenges and the Way Forward”. He is also the Chief Editor of ‘International Journal on Consumer Law and Practice’ and Bi-Annual Magazine “March of Consumer Law and Practice” publications. He has designed and started Post Graduate Diploma in Consumer Law and Practice in 2013. His area of specialization is Consumer Protection Laws, Law of Torts, Insurance Laws and Alternative Dispute Resolution.
He has presented a research papers in the International conferences, Seminars at Singapore, Washington DC, New York, New-Maxico, Maxico, Cape Town, Chiang Mai, Colombo, Dubai, Paris, Geneva, Amsterdam, Hague, Turkey, Sydney, Hong-Kong, Shanghai and Berline. He was unanimously elected as Board Member of an ‘International Association for Consumer Law (IACL)’ in 2013 at University of Sydney. He has got ASIAN LAW INSTITUTE’S FELLOWSHIP in 2010 and visited University of Singapore for research in Consumer Protection Issues. He also got the prestigious National Award “LEGAL EDUCATION INNOVATION AWARD-2013”. He has been nominated as a Member to the ‘Central Consumer Protection Council’ by the Ministry of Consumer Affairs, Government of India for the period of 2015-2017. He was also member in many drafting committees of Ministry of Consumer Affairs, Government of India. In 2014, under his leadership as a faculty advisor to Legal Service Clinic has won a ‘International Mac Jannet’ Award for effective help to the under privileged sections of the society.
He was the Chief Warden at the Halls of Residence and faculty advisor for Sports, Co-ordinator of Distance Education Department and Centre for Child & the Law of NLSIU. Presently he is a member of Academic Council, Chairman of Under Graduate Council and Coordinator of Post Graduate Diploma in Consumer Law and Practice at NLSIU.
Mr. Suhaan Mukerji, B.A. LL.B. (Hons), National Law School of India University, Bangalore and LLM, London School of Economics, is the Founding Partner of PLR Chambers, a law firm specialising in Public Policy and Regulatory Affairs.
Prior to founding PLR Chambers, Mr. Mukerji led the Policy and Regulatory Affairs practice group at Amarchand Mangaldas and has an overall experience of 15 years. He has also worked at Amarchand’s Mumbai office in corporate M&A and capital markets and as an Analyst with the World Bank Group.
Mr. Mukerji has extensive experience in legislative drafting, policy formulation, and legal advisory. He has consistently advised clients on corporate affairs and public policy objectives strategy in India, primarily involving sectors of Road Transport, Defence, Nuclear Power, Information and Communications Technology, Economic & Corporate Laws, Not-for-profit laws, Media and Entertainment, and Education, apart from general corporate & investment advice in others.
Mr. Mukerji has assisted clients in the past developing engagement strategy and interfacing with the federal and state regulators and law enforcement agencies, including in legal advisory and dispute resolution.
